This report analyzes the criteria under the World Heritage Convention for inscription of World Heritage sites on the List of World Heritage in Danger. It concludes that the condition of the Great Barrier Reef meets several of the criteria developed to guide inclusion of properties on this list and that it is clearly open to the World Heritage Committee to list the Reef when it meets in June this year. The report also demonstrates that there is precedent for the Committee to list the Reef as it has previously included other World Heritage sites on the list where the evidence of danger to those sites is of the scope and degree evident for the Great Barrier Reef.
